We live on a beautiful island that unfortunately is prone to typhoons and earthquakes. Because of recent world events involving terrorism, like the rest of our nation, we also are faced with the prospect of being victims of a terrorist attack. Typhoons, earthquakes, and terrorism - although we may not be able to stop the first two and are making tremendous strides in being able to prevent the third, preparing for these events and others that could occur just makes us a better and safer community.
As we continue to grow, our website will be enhanced and improved to provide you the very best and latest information to keeping you and your family prepared and safe. From time to time, we will also feature Guam's finest emergency responders so that you can learn about who they are and how they can help you in times of emergency. We will also provide links to other websites that will be informative and beneficial to you.

About James Thomas McDonald
James Thomas McDonald was appointed to serve the people of Guam as the Guam Homeland Security Advisor on June 1, 2011, by Governor Eddie Baza Calvo. In his capacity, HSA McDonald advises the Governor on all matters relative to Homeland Security and Emergency Operations for the Island of Guam. In addition to all other duties tasked, HSA McDonald oversees all missions requiring coordination between the Government of Guam and Federal Liaison Response Agencies are handled in accordance with FEMA guidelines to ensure proper mitigation, preparation, response and recovery from man-made and natural disasters for the protection of lives, environment and property.
HSA McDonald began his public service career as a police officer with the Guam Police Department in the late 70's then joined the ranks of the Guam Customs and Quarantine Agency where he attained the rank of Major and later served as the agencies acting director. After twenty-three years of dedicated public service HSA McDonald retired as a Colonel in 2003.
